A backwater valve is a one-way gate installed in your sanitary sewer lateral. Waste flows out normally; if the municipal sewer surcharges during a heavy storm, the valve closes and stops it flowing back into your basement.
It solves a completely different problem from waterproofing. Waterproofing handles groundwater arriving through the foundation. A backwater valve handles sewage arriving through your floor drain. A house can need one, the other, both, or neither, and conflating them is how people spend $15,000 and still get flooded.

What installation involves
The valve goes into the main sanitary lateral, usually inside the basement near where the lateral leaves the house. The floor is cut, the pipe is exposed and sectioned, the valve is fitted, and an access chamber with a removable lid is set flush with the finished floor so the valve can be inspected and cleaned. That access is not optional — a backwater valve buried under a re-poured slab is a valve nobody will ever maintain, and an unmaintained valve is the one that jams open.
A plumbing permit is required from the City of Barrie and the work must be done by a licensed plumber. That is a genuine requirement, not an upsell, and the inspection record is what an insurer will want to see.
On subsidies
Many Ontario municipalities run subsidy programs that reimburse part of the cost of a backwater valve, because keeping stormwater and sewage out of basements is cheaper for the municipality than the claims are. The camera inspection first is worth it. If the lateral is already partly collapsed or root-bound, the valve is being fitted into a pipe with a bigger problem, and you would rather know that before the floor is cut.

Do I need a backwater valve in Barrie?

Does a backwater valve need maintenance?

Can I use the laundry while the valve is closed?
