Angus in Essa Township and Alliston in New Tecumseth both sit on the Nottawasaga River system, and parts of both have a genuine flood plain relationship with it. That makes them different from everywhere else on this list, because the first question is sometimes regulatory rather than technical.
Check the mapping before you plan anything
Properties near the river may fall within regulated flood plain or hazard land mapping administered by the Nottawasaga Valley Conservation Authority. Where that applies, certain works near the watercourse require a permit from the authority in addition to anything the municipality requires, and there can be constraints on what can be built or altered below a defined elevation.

Angus
Angus grew in waves alongside CFB Borden, which means large tranches of housing built quickly in the 1970s onward. Fast subdivision construction of that era commonly left weeping tile laid without adequate stone bedding or filter membrane, and that tile silts. It also means a substantial rental stock, where basement water has frequently been managed by whoever was living there rather than by anyone fixing it — dehumidifiers, a sump in a bucket, and vinyl over a slab that should not have been covered.
Alliston
Alliston combines an older core with genuinely old foundations and a large volume of newer subdivision growth. The older core has the full range of pre-war problems — stone foundations, no original drainage, and basements that have always been damp. The newer subdivisions have new-build problems: settled backfill, negative grading within a few years of occupancy, and window wells installed without drainage connections.
